I think that piece was pretty uninformed. If children are going to prepare for the apocalypse they should be playing S.T.A.L.K.E.R.
Playing Fallout 3 to prepare for the apocalypse is like learning about the opposite sex from Dead or Alive: Extreme. Once again, the news media gets it wrong.
